Sign "Thorns"- this is an identification sign in the form of an equilateral white triangle with a red border and the letter Ш inscribed in it, which, in accordance with the requirements of the SDA, is installed behind a vehicle with studded tires. The movement of a car on which rubber with spikes is installed without the “Spikes” sign is prohibited.
In accordance with paragraph 1 of article 12.5 of the Code of Administrative Offenses of the Russian Federation, since April 4, 2017, the absence of the “Spikes” sign on a car with installed tires with spikes or the sign does not comply with the requirements of GOST entails a warning or an administrative fine of 500 rubles.

The width of the border should be only red, 10 times smaller than the side of the triangle. For example, if the side of the sign is 200 mm, the width of the border should be 20 mm. When making a sign of a larger size, the width of the border should be proportionally increased.
The letter "Ш" should be only black and inscribed in the center of the triangle formed by the border. The size of the letter should be maximum, but there should be a gap between its edges and the border.
Requirements for the place of installation of the sign "Spikes" on the car
The traffic regulations do not impose strict requirements on the location of the “Spikes” sign on vehicles. Only general recommendations are given, from which it follows that the sign should be clearly visible to drivers of vehicles following your car.
Thus, each driver has the right to choose a place for gluing the sign at his own discretion. The main thing is to fix the sign in a place that minimally impairs the view through the rear-view mirror, gets a little dirty when driving on dirty roads and is easy to clean. A good place is at the top of the rear window inside (in case it is not tinted) or outside. It is not forbidden to glue the sign anywhere on the back of the car or on the bumper.
Choosing a location for the sign "Spikes"
When choosing a place, it should be noted that the “Spikes” sign is installed only for the period of operation of studded tires, according to the rules from December to February, and when it is changed to summer, the sign will need to be removed. Local authorities, depending on the climatic zone, have the right to extend this period of time.
If you install a self-adhesive sign on the inside of the rear window, in my opinion this is the best place, the sticky layer will fall on the heating threads, which are also glued to the surface of the glass. With repeated heating and cooling of the threads, it is quite possible that the sticky layer holding the sign can boil and subsequently, when it is removed, these threads can be damaged. Therefore, I immediately postponed this option.
In winter, the rear window on the outside is often covered with ice and sometimes you have to remove it with a scraper. In this case, the sign is easily damaged. If you stick the sign on the bumper or other place behind the car, then as a result of driving on melted dirty snow, the sign will become covered with mud and become unreadable.
But there is an optimal solution - this is the installation of the "Spikes" sign on the inside of the rear window on suction cups. In this case, the sign will always be well read, it will not need to be scraped off in the spring, it can be used repeatedly and the glass heating threads will be safe. Methods for making the sign "Thorns"
At home, depending on the possibilities, you can make a homemade sign in several ways: ☞ print on a black and white laser printer and paint with waterproof paint; ☞ print on a color laser printer; ☞ Apply the design of the sign to the white base using colored tape.To make a sign using a laser printer, it is enough to print a template on a thick sheet of white paper and cover the surface with a wide adhesive tape. You can make a printout on thin paper and then stick it on a dense base. Instructions for making the sign "Spikes" on suction cups
If there is no access to a laser printer, then you can make a sign from improvised material. To do this, you first need to make a sign template according to the given sketch.
For the basis of the template, any sheet of A4 white paper is suitable. At the edge of the sheet, a distance of 20 cm is measured (point 1 and 2) and the middle of this segment is marked (point 3). Then a perpendicular line is drawn from point 3. Next, the zero mark of the ruler is brought to point 1, and by rotating it, the mark of 20 cm is combined with the vertical line (point 4). The left side of the sign is applied. Further, point 2 is connected by a line to point 4, the right side of the triangle is obtained. The outer outline of the sign is ready. Further drawing of the template usually does not raise questions.
It is convenient to round the corners of the sign with a compass, if you don’t have it at hand, you can circle any round object of a suitable diameter with a pencil.
To make the base of the Spikes sign, it was necessary to take a sheet of white plastic taken out of a broken TV matrix. It has a suitable thickness, rigid and strong enough. Any other waterproof material will also work, such as thin white organic glass. To apply the border and the letter "Sh", an insulating tape of the corresponding colors was used.
First, red electrical tape was glued to the base along the perimeter and a border was obtained. The width of the electrical tape is two millimeters narrower than necessary, but this is imperceptible to the eye. Further, against the background of the sign, a pattern of the letter “Ш” was placed and marked with dots in the corners.
The width of the sides of the letter "Ш" should be 12 mm, and the width of the electrical tape was 18 mm. I had to wind a piece of electrical tape on a cylindrical jar and cut it around the circumference with a sharp knife.
It remains to glue the pieces of electrical tape on the background of the sign, focusing on the points applied according to the template, and the “Ships” sign will be ready.
Holes were punched to secure the suction cup in a pre-provisioned loop, although they can also be drilled with a drill.
It remains only to fix the suction cup on the sign and you can install it on the car. The suction cup was taken from the sunscreen for cars. There are four in the package, but I only use two.
To test the homemade Sign "Thorns" fixed it on the window pane. He hung for several days, held on tightly, was clearly visible from the street.
After installing winter tires with spikes, it's time to glue the "Spike" Sign. He placed the sign in different places on the rear window and, looking from the driver's seat, chose the place where the sign, when installed, blocked the view the least when viewed through the rear-view mirror.
The place in the lower zone of the glass turned out to be also convenient for the reliability of fastening, as can be seen in the photo, the lower edge of the sign is wound up a couple of millimeters behind the plastic frame of the glass, thereby preventing the base of the sign from bending when the tailgate is opened. In addition, the glass area in front of the sign is cleaned from the outside with a wiper's brush, so the sign will be clearly visible in any weather.

The design of the sign on suction cups can be useful for drivers who periodically have to transport children or people with disabilities. If there are children or a person with disabilities in the car, then the sign can be installed, and when they are not, it can be removed. As a result, without violating traffic rules, it will be possible to transport children or park a car in places intended for parking cars with disabilities without pasting the entire rear of the car with signs.
The rules do not specify the number of signs that are allowed to be installed on a car. One of the motorists of our city took advantage of this and made a large letter “Sh” out of ten signs of the spikes. It's hard to deny him a sense of humor.

Is it necessary to install the sign "Spikes"?
If your car has studded tires, then the installation of such a sign is mandatory for you. These changes to the Rules of the Road came into force on April 4, 2017 (Decree of the Government of the Russian Federation of March 24, 2017 No. 333). The list of malfunctions or conditions under which the operation of vehicles is prohibited is supplemented by clause 7.15 note 1.
Now, in the absence of the “Sh” sign on a car with studded tires, the traffic police officer has the right to issue a fine of 500 rubles or issue a warning for the first time (clause 2.5 of part 1 of the Code of Administrative Offenses - failure to comply with the conditions for ensuring road safety). The State traffic inspectorate of the city of Barnaul explained that drivers who have not had a single administrative offense over the past year can count on loyalty, the rest will have to pay a fine. By the way, it will be possible to pay it with a 50% discount if it is done within 20 days from the date of the decision.
Where should the spike sign be placed?
The "Spikes" sign should inform other drivers that you are using tires equipped with spikes, which means that your braking distance on an icy road can be much shorter, and longer on asphalt.
A sign with a black letter "Ш" in a red triangular border on a white background should be placed at the back. Where exactly - each driver decides for himself. The main thing is that it is clearly visible to other road users and does not cover the license plate and lights. It is usually glued on the rear window, trunk lid or bumper.
It is much more important that the sign be "correct".
What size should the "W" sign be?
The requirements for the size of the identification mark are set out in the basic provisions for the admission of vehicles for operation. According to them, the sign "Thorns" is an equilateral triangle of white color with the apex upwards with a red border, in which the letter "Ш" of black color is inscribed. Moreover, each side of the triangle must be at least 20 cm, the width of the border - 1/10 of the side, in other words, at least 2 cm.
To determine the size of the sign, you can attach an A4 sheet to it. Its smaller side is 21 cm.
In car shops today, in conditions of hype, these stickers often sell smaller signs than are regulated by the rules. If your letter "Sh" does not meet the requirements, you may be fined.

The Russian Code of Administrative Offenses (Article 12.5) refers us to the Basic Provisions Containing the rules for allowing vehicles to be used, as well as the duties of persons involved in road safety. It says that without the sticker "Spikes" it is impossible to operate the car. As well as gluing a sign for a novice driver, the spike badge is required by law, however, in their absence, an administrative penalty has not yet been introduced. Traffic police officers can officially stop a car for beginners with little driving experience or a car with studded tires that does not comply with the Rules, but only a warning conversation will be punished.

The traffic police law on the abolition of the Sh sign - is it true?
The truth is that this law, which cancels the Thorns sign, was adopted by the Duma as of December 31, 2019 and entered into force. Since December 8, 2018, the obligatory nature of the sign has been abolished, and there is no obligation to stick it on the back of the car according to the Rules. .
Update from November 30, 2018 (outdated): since November 29, news has appeared on the network that Medvedev has canceled the obligatory sign. The corresponding resolution, indeed, was issued by the Russian government, but it was not adopted and did not enter into force. To enter into force, the change in the traffic rules must be officially published on the portal of legal information, which has not yet happened as of December 31, 2019.
November 5, 2018 Update (Obsolete): The government has promised to abolish the "Sh" sign soon, without specifying how soon this will happen. The Duma stressed that the innovation had previously been postponed due to more extensive changes in the traffic rules, which will be introduced all at once.

We conclude that the sign "Ш" as of December 31, 2019, has been canceled, it does not need to be glued to the rear window of the car, and there will be no fine for its absence.

But we have even more "proofs"! The fact is that changes to the Rules (and the need for the Spike sign is spelled out, as you understand, in the traffic rules) are made by the relevant decrees of the government of the Russian Federation. Such changes are accepted, published on the official portal for the publication of regulations.
In what cases was it not needed before?
There were a small number of exceptions when it was not required to install the sign "Ш" on the car:
- when your car has summer tires - from the most obvious,
- when the car is equipped with Velcro - tires without studs,
- when literally all the spikes fell out (and not a single one was left - if at least one remained, even the most worn out and recessed, as a result, deep into, then the sign of the Spikes is already becoming necessary).
Where should it be installed?
Before the changes, the official traffic rules clearly stipulated only that the sign should be pasted or otherwise installed at the back. Is it possible to attach it where it will not be visible? By the letter of the law, you can. According to the practice of legislation, there is no 2019, because all the same, the traffic police officer would have fined you, and the court would have supported you when you appealed against the inspector’s fine. Alas, it would hardly be possible to cheat!
By the way, the first and the very last instance will be absolutely the same if you try to tilt the arguments towards the absurdity of the Spike sign in the realities of 2019, when far from only the spikes determine the stopping distance. It was written in the law - which means that the sign is required!
Thus, it is better to install the sign on the rear window so that it can be seen.
What is the penalty?
So, today there is no fine, since the Spike sign has been canceled according to the Rules of the Road.
For violation of any item from the above application of the SDA, a fine of 500 rubles or a warning under Part 1 of Article 12.5 of the Code of Administrative Offenses is imposed. This rule provides for such a sanction for any violation of the provisions.
The fine for the Spike sign could be paid at half the cost in the first 20 days after the fine was imposed (Article 32.2 of the Code of Administrative Offenses). There were no other measures to ensure additional punishments, in addition to the main fine, for the absence of the “Sh” sign for 2019. And even there would be no fault in the accident if you did not have a sign installed, and another car would drive into you from behind, not keeping a distance.
But the traffic police promised not to fine
Meanwhile, the traffic police commented, albeit unofficially, that they would not be fined in the winter of 2019 for the absence of the Spikes sign even before it was canceled.
With this statement, road safety law enforcers allegedly refer to the above draft law - while it was under consideration, and until it was adopted, the Ministry of Internal Affairs was not going to fine drivers for not having this plate.
